Maternity Leave

MHWFA's founder and director, Daye Cooper Hagel, and her husband Collin Hagel are expecting their first baby, due in December 2021.  She expects to be on a dedicated maternity leave throughout winter, with a gradual return to a limited number of public and custom MHWFA courses in spring 2022.

The 9 Rights of Medication Administration

Your health care decisions are personal.  
Medical and therapeutic ethics are fundamentally important.

The B.C. provincial government has announced a mandate that as of September 13, 2021, proof of having received one or more experimental COVID-19 injections will be required as a condition of full participation in public life.  

Mental Health Wilderness First Aid opposes this profound violation of Canadians' constitutional rights and of medical and therapeutic ethics.  We respect the legal and moral rights of all Canadians to privacy and fundamental liberties.  We will not be requiring health passes of our staff, contractors, or students as a condition of participating in our programs.


  • The Canadian Charter of Rights and Freedoms (1981) states, "Everyone has the right to life, liberty and security of the person and the right not to be deprived thereof except in accordance with the principles of fundamental justice.”
  • The Nuremberg Code (1947), to which Canada is a signatory, was established by the United Nations to help codify medical ethics in the aftermath of human rights violations during WWII.  It states that in medical experimentation, "The voluntary consent of the human subject is absolutely essential" and "any element of force ... duress ... or coercion" is incompatible with this fundamental principle of free and informed consent.
  • The 9 Rights of Medication Administration (sometimes the 5, 7, or 10 Rights) is a set of guidelines created for those whose role includes administering pharmaceuticals to patients.  Nursing education as well as Wilderness First Aid courses include learning the rights of medication as part of the curriculum for their student professionals.  Along with ensuring the correct patient, drug, dose, route, time, action, authorization and documentation, the administrator must respect that the patient has the right to refuse the medication, free from external coercion.

Health passes, or vaccine passports, create a system of legal coercion and medical apartheid that violates both the Canadian Charter of Rights & Freedoms and the Nuremberg Code as well as basic ethical guidelines.  It is wrong to coerce someone to undertake a medical procedure. 

Our duties are to our professional ethics, our conscience, and our civilization, not to an unconstitutional government mandate.  We will not help the government violate the Charter nor contribute to the downfall of Canada as a free and just society.

What you can do
  • ​Recognize that anti-mandate is not the same thing as anti-vaccination.  There are legitimate reasons why people make different healthcare choices.  Whatever your personal medical choices, commit to respecting the rights of every Canadian to make their own healthcare decisions, and stand up for your province/territory and country as a free society. 
  • Read the Justice Centre for Constitutional Freedoms’ statements on mandatory COVID Vaccines.
  • Commit personally and publicly not to help your government violate medical ethics, the Nuremberg Code, or the Canadian Charter of Rights and Freedoms.  In other words, not to use a health passport, and not to help enforce a government mandate requiring a passport as a condition of fundamental liberties.
  • Consider broadening your media intake to include multiple thoughtful and nuanced alternative sources, rather than only mainstream narrative-driven and censorship-heavy media outlets.
  • Start close to home - the thoughtful and respectful conversations you have with family, friends, and colleagues, in person and on social media, may be the most effective.
  • Reach out also to businesses, public services, government representatives, and media outlets.  Ask how they are planning to respond to passport mandates and if they are committed to stand up for Canadian Charter rights.
  • Visit social media groups such as BC Mass Against the Pass and BC Businesses Against Health Pass to find more information & community as well as local businesses committed to upholding the Charter.
